The complex government of Andhra Pradesh has taken significant steps towards establishing a High Court Bench in Kurnool as per the promises made during the 'Praja Galam' program. As part of this process, the state cabinet approved a resolution, which was later ratified in the legislative assembly. On October 28 of the previous year, the then State Secretary of the Law Department (F.A.C.) wrote a letter to the Registrar General of the High Court, requesting to present the matter before the competent authority, consisting of a full bench of High Court judges, for their opinion.

On January 29, the High Court Registrar (Vigilance) Srinivasa Shivaram sent a letter to Kurnool Collector Ranjith Basha, requesting comprehensive information on the basic facilities for 15 judges. The letter specifically asked for details on the availability of required facilities, such as court complexes, courtrooms, staff offices, accommodations for judges, lawyers, and court staff. Shivaram emphasized that the matter was urgent and requested the required details to be submitted within a day. In response, the Kurnool Collector forwarded a petition to the Superintendent Engineer of the Roads and Buildings Department, the Municipal Corporation Commissioner, and the Revenue Divisional Officer (R.D.O.). They were instructed to investigate whether any government or private buildings were providing the necessary infrastructure and to submit a report.
